Authorizes $1,717,694,000 in appropriations for state road construction, reconstruction, and improvement of trunk highways, including design-build contracts and consultant support.

Allocates $417,694,000 for fiscal year 2009 with up to $71,008,000 available for program delivery, and $500,000,000 for fiscal year 2010 with up to $85,000,000 available for program delivery.

Provides $100,000,000 annually for fiscal years 2011 through 2018, with up to $17,000,000 per year available for program delivery.

Designates $40,000,000 in fiscal year 2009 for trunk highway interchange construction, split 50 percent to the metropolitan district and 50 percent to districts in greater Minnesota.

Requires $300,000,000 annually in fiscal years 2009 and 2010 for bridge improvement program activities, and at least $50,000,000 total for transit facility improvements on or adjacent to trunk highways.

Changes the start of authorization for state bond issuance to the first day of the fiscal year bonds are issued, rather than the enactment date.
