Amends Minnesota Statutes 2009 Supplement, section 115.55, subdivision 3, to modify rules and duties for subsurface sewage treatment systems regarding design, location, installation, use, maintenance, and closure standards.

Requires the Pollution Control Agency to work with the advisory committee before adopting or amending rules, and to provide written acknowledgment of advisory committee recommendations within 30 days with explanations of any rejected recommendations.

Extends the deadline for counties to adopt ordinances complying with revised subsurface sewage treatment system rules adopted February 4, 2008, from an unspecified date to four years, while counties must continue enforcing current ordinances until new ones are adopted.

Directs the agency to collaborate with the advisory committee and partner local units of government to create optional enhanced subsurface sewage treatment standards that local governments may adopt where additional regulation is necessary.

Requires the agency to provide local units of government an annual summary of subsurface sewage treatment system complaints received, complaint status, number of enforcement actions taken, and monetary penalties collected.
