Requires the council to ensure public access to pedestrian skyway systems at any transit station on the Central Corridor light rail transit line that includes skyway construction or establishment as part of the initial project.

Mandates that public access to the pedestrian skyway system must be provided by an elevator located at the station site.

Defines "council" as the entity specified in Minnesota Statutes, section 473.121, subdivision 3, and "pedestrian skyway system" per Minnesota Statutes, section 469.125, subdivision 4.

Requires compliance with these requirements at the time of initial construction of the Central Corridor light rail transit line and the appropriate station.

Effective the day following final enactment.
