Amends Laws 2002, chapter 393, section 85 to modify restrictions on the Dan Patch commuter rail line between Northfield and Minneapolis.

Allows the Metropolitan Council to conduct study and planning activities for the Dan Patch commuter rail line, while prohibiting preliminary engineering, final design, or construction.

Prohibits the Commissioner of Transportation from spending money on preliminary engineering, final design, or construction for the Dan Patch commuter rail line.

Prohibits regional rail authorities from expending any money for preliminary engineering, final design, or construction for the Dan Patch commuter rail line.

Becomes effective the day following final enactment.
