Amends Minnesota Statutes 2009 Supplement, section 125A.08, regarding individualized education programs for students with disabilities.

Allows a director of special education, whether employed by a single district or under a cooperative agreement, to be assigned direct instructional duties.

Requires each school district to ensure students with disabilities receive appropriate special instruction and services, including transition planning beginning in grade 9 for postsecondary education, employment, and community participation.

Mandates that paraprofessionals working with students with disabilities receive initial training and annual professional development opportunities in emergency procedures, building orientation, disabilities understanding, and instructional implementation.

Becomes effective the day following final enactment.
