Adds the commissioner of health or designee and two parents with children under age six to the State Advisory Council on Early Childhood Education and Care membership.

Requires the council to make recommendations on leveraging state and federal funding for early childhood programs and consolidating programs in one state Office of Early Learning.

Directs the council to review program evaluations and recommend how to create a high-quality early childhood system to ensure all children are school-ready by 2020.

Establishes screening and assessment goals of 50 percent of three-year-olds and five-year-olds screened by 2015, increasing to 100 percent by 2020, with council to monitor progress toward these benchmarks.

Requires the council to submit recommendations to the governor and legislature by January 15, 2012, with an interim report due February 15, 2011.
