Expands the small city energy efficiency grant program to include commercial buildings alongside residential buildings in rural cities with populations under 4,000 in the Minnesota Power service area.

Requires stimulus funds to be matched at a $1-to-$4 ratio, with matched funds available to the extent matching is achieved.

Program must provide basic residential and commercial energy conservation measures, comprehensive conservation measures including retrofits and appliance upgrades, and innovative financing options allowing residents and businesses to finance improvements with energy savings.

City must submit a report by October 30, 2010 measuring program effectiveness and energy savings to the commissioner and chairs and ranking minority members of senate and house energy policy and finance committees.

Effective the day following final enactment.
