Authorizes possession, use, manufacture, purchase, installation, transport, sale, and international export of incandescent light bulbs manufactured commercially or privately in Minnesota if not exported to another state.

Declares that incandescent light bulbs manufactured in Minnesota and not exported to another state are not subject to federal law or federal regulation under Congress's interstate commerce authority.

Applies only to incandescent light bulbs manufactured in Minnesota from basic materials without significant imported parts, excluding generic or insignificant parts with other manufacturing applications.

Establishes legislative findings that intrastate commerce regulation is vested in states under the Tenth and Ninth Amendments and the original compact between Minnesota and the United States.
