Requires the Minnesota Office of Higher Education to notify legislative committee chairs with primary jurisdiction over higher education finance of any proposed material changes to administration of grant or financial aid programs in sections 136A.095 to 136A.128.

Modifies transfer authority allowing the Minnesota Office of Higher Education to transfer unencumbered balances from appropriations to the state grant appropriation, interstate tuition reciprocity appropriation, child care grant appropriation, Indian scholarship appropriation, state work-study appropriation, achieve scholarship appropriation, public safety officers' survivors appropriation, and Minnesota college savings plan appropriation.

Restricts transfers from state grant, child care, or state work-study appropriations to only when there is a projected surplus in the appropriation.

Requires prior written notice to senate and house of representatives committee chairs with jurisdiction over higher education finance before any transfer may be made.

Takes effect the day following final enactment.
