Requires the Office of Administrative Hearings to conduct administrative review hearings within 60 days of petition filing, with hearings held by a hearing officer rather than a district judge.

Limits discovery to mandatory items including the notice of revocation, test records, certificates of analysis, peace officer's certificate, and potential witness disclosures, with other discovery available only by hearing officer order.

Establishes a $310 filing fee for petitions seeking administrative review of driver's license revocation, vehicle impoundment, or combined review, with fees deposited to the state treasury general fund.

Authorizes the Office of Administrative Hearings to adopt rules implementing the review procedures, including provisions for regional offices, teleconferencing, and hearing officer qualifications.
