Establishes a 19-member Minnesota Family and Consumer Sciences Education Leadership Council with representation from the University of Minnesota, Minnesota State Colleges and Universities, the commissioner of education, professional organizations, faculty members, and legislative committees.

Council members include representatives from the Minnesota Association of Family and Consumer Sciences Educators, FCCLA Foundation, FCCLA Association, FCCLA-HERO Association, and the College of Family, Youth, and Community at the University of Minnesota, plus two gubernatorial appointees from education and business sectors.

Authorizes the council to develop education program recommendations, establish grant programs for secondary and postsecondary family and consumer sciences programs, coordinate statewide education policy, and identify educator needs across 14 subject areas including personal finances, food safety, sustainability, and early childhood education.

Requires the council to report annually by March 1 to the Senate and House K-12 Education Policy Committees on its activities.

Appropriates $75,000 from the general fund in fiscal year 2010 to the commissioner of education for the council's operations, with the authorization expiring June 30, 2016.
