Amends Minnesota Statutes to require detailed capital budgets for transportation projects include recommendations for capital projects to be funded during the next six fiscal years and meet requirements under section 174.93, subdivision 2.

Establishes mandatory information for state assistance requests including project ownership, public purpose, local/private funding extent, bondable activities, governing body resolutions, predesign completion status, and information under section 174.93, subdivision 2.

Defines "guideway" as transportation service on exclusive or controlled rights-of-way including intercity passenger rail, commuter rail, light rail transit, streetcars, and bus rapid transit.

Requires state agencies and local units of government requesting state funds for guideway projects to provide a summary financial plan detailing capital expenditures, funding sources, and estimated annual operations and maintenance costs.

Mandates the Commissioner of Transportation submit a biennial report by November 15 in odd-numbered years to legislature detailing guideway project status, including descriptions, timelines, progress updates, financial plans, and a 20-year systemwide capacity analysis for guideway expansion and maintenance.
