Exempts number 1 diesel fuel from biodiesel blending requirements from November 1 through March 31 each year.

Establishes biodiesel content mandates for number 2 diesel fuel: 2% by September 29, 2005; 5% by May 1, 2009; 10% by May 1, 2012; and 20% by May 1, 2015.

Limits the 10% and 20% biodiesel requirements to April through October only, with a 5% minimum for the remaining months unless commissioners determine adequate testing standards and cold weather specifications exist.

Requires commissioners of agriculture, commerce, and pollution control to certify four conditions before implementing higher biodiesel mandates: available testing standards, sufficient biodiesel supply (75% U.S./Canadian feedstock), adequate blending infrastructure, and 5% production from alternative biological resources.

Authorizes the commissioner of commerce to temporarily suspend biodiesel requirements during fuel shortages or quality problems, and to adjust the mandate downward (no lower than 5%) if price disparities cause economic hardship to retailers.
