Directs the Pollution Control Agency to draft a proposed rule by February 1, 2011, enabling Minnesota to participate in a regional cap-and-trade system with other midwestern states if the federal government does not enact comprehensive greenhouse gas reduction legislation by September 1, 2010.

Requires the proposed rule to be based on the most recent draft model rule published by the Midwestern Greenhouse Gas Reduction Accord Advisory Group.

Mandates the proposed rule be consistent with Minnesota's greenhouse gas emissions reduction goals under Minnesota Statutes, section 216H.02, subdivision 1.

Requires submission of the completed proposed rule to chairs and ranking minority members of senate and house committees with jurisdiction over energy policy and finance, environment policy and finance, and commerce.
