Amends Minnesota Statutes 2008, section 197.481 to clarify petition procedures for veterans denied rights by state agencies under the Veterans Preference Act.

Requires veterans petitions to be submitted by United States mail and include the veteran's name, address, telephone number, notarized original signature, Form DD214, names and contact information of affected agencies, and statements describing the denied rights and requested relief.

Directs the commissioner of veterans affairs to serve a copy of the complete petition on all relevant agencies and persons by certified mail, making them parties to the proceeding.

Requires the commissioner to schedule a hearing within 120 days of serving or being served with the authorized and complete petition, with all parties having the right to be heard and proceedings conducted per sections 14.57 to 14.60 and 14.62.

Mandates the commissioner notify all parties by certified mail of the hearing's date, time, and location.
