Amends Minnesota Statutes 2008, section 326B.49, subdivision 2 to establish plumbing plan review and audit fees for public, commercial, and industrial buildings based on drainage fixture units and system type.

Sets specific fees for plumbing systems including $150-$500 for systems with both water distribution and drain/waste/vent systems (based on 25-249 fixture units), $150 for sewer or water service only, and $3 per fixture unit (maximum $4,000) for systems with 250+ fixture units.

Charges $50-$70 per drain opening, interceptor, separator, or catch basin design for storm drainage systems with a $150 minimum fee.

Establishes fees for manufactured home parks and campgrounds ranging from $300 (1-25 sites) to $500 (more than 125 sites).

Eliminates accelerated review fees and the accelerated review refund provision that required double the regular fee with a one-half refund if no response was received within 15 business days.

Establishes revision fees of $100 or 10% of original fee (whichever is greater) for plans requiring multiple information requests, $50 or 10% for proposer-requested revisions without scope increase, and $50 plus the difference in fees for revisions with scope increases.
