Establishes three-year cosmetology license fees: cosmetologists/manicurists/estheticians pay $90 initial plus $40 application fee ($130 total) and $60 renewal plus $15 application fee ($75 total); instructors/managers pay $120 initial plus $40 application fee ($160 total) and $90 renewal plus $15 application fee ($105 total); salons pay $130 initial plus $100 application fee ($230 total) and $100 renewal plus $50 application fee ($150 total); schools pay $1,500 initial plus $1,000 application fee ($2,500 total) and $1,500 renewal plus $500 application fee ($2,000 total).

Adds nonrefundable application fees and establishes penalty fees including $150 for lapsed practitioners and $45 for expired licenses; reduces school original application fee from $150 to removed amount.

Requires Board of Cosmetology Examiners to deposit all application fees to a dedicated account for board administration and all other fees to the general fund.

Directs the board to phase in license expiration date changes by January 1, 2014 so individual licenses expire on the last day of the licensee's birth month and salon licenses expire on the last day of the month of initial licensure.

Requires Board of Cosmetology Examiners to amend Minnesota Rules to conform to the new license expiration date requirements using the good cause exemption under Minnesota Statutes section 14.388.
