Amends Minnesota Statutes 2008, section 340A.301, subdivision 6, to revise annual license fees for liquor manufacturers and wholesalers, effective upon final enactment.

Reduces manufacturer license fees from $30,000 to $350 annually, while establishing differentiated fees for wine manufacturers ($500), brewers based on production volume ($150-$4,000), and wholesalers ($10-$15,000).

Allows the commissioner to refund license fees for the balance of the license period if a business is destroyed, damaged beyond operation, or ceases due to licensee death or illness.

Reduces the appropriation in Laws 2009, chapter 83, article 1, section 10, subdivision 5 (alcohol enforcement) by $59,000, effective upon final enactment.
