Extends timeline for civil actions from 45 to 90 days after the commissioner dismisses a charge, reaffirms no probable cause determination, or fails to hold a hearing or enter a conciliation agreement.

Requires charging parties to notify the commissioner of intent to bring a civil action and commence action within 90 days of receiving a "right to sue" letter from the commissioner.

Failure to notify the commissioner of intent to bring a civil action is not grounds to dismiss a charging party's complaint.

Allows petitioners to elect to have discrimination cases heard and determined by a jury in district court, rather than by a judge alone.

Jury or court must determine the amount of compensatory and punitive damages if an unfair discriminatory practice is found.
