Amends Minnesota Statutes 2009 Supplement, section 136A.01, subdivision 2, to regulate higher education data and the Minnesota Office of Higher Education's responsibilities.

Authorizes the Office of Higher Education to match student record enrollment database data with individual student financial aid data to audit or evaluate federal or state supported education programs under United States Code, title 20, section 1232g(b)(3), and Code of Federal Regulations, title 34, section 99.35.

Permits data matching from financial aid program databases including tuition reciprocity, state grant, SELF loan, state work study, postsecondary child care grant, American Indian Scholarship, and Achieve Scholarship.

Requires the office to conduct data matching studies in a manner that prevents personal identification of parents or students by individuals other than office representatives.
