• Amends Minnesota Statutes section 3.98, subdivision 2 to expand fiscal note requirements to include the effect in dollar amounts, statutory provisions affected, revenue or expenditure changes, costs absorbable without additional funds, cost estimate assumptions, long-range implications, and private sector impact.

• Requires fiscal notes to comment on technical or mechanical defects in bills but prohibits expressing opinions on the merits of proposals.

• Amends Minnesota Statutes section 270C.11, subdivision 5 to require the commissioner to prepare revenue estimates for legislative bills establishing, extending, or restricting tax expenditures upon notice from tax committee chairs.

• Revenue estimates must contain the same information as expenditure budget items and include private sector impact when reasonably determinable.
