Establishes statewide telework authorization requiring appointing authorities in executive, legislative, and judicial branches to allow employees to perform telework during at least 20 percent of normal expected work hours per pay period.

Defines "telework" as work activity performed from home or a worksite other than the employee's regular place of employment, whether regularly or occasionally.

Exempts positions from telework requirements if the position inherently requires physical presence, if telework would diminish performance or harm agency operations, or if telework would not be practicable.

For employees with mixed duties (some allowing telework, some not), requires calculating normal expected work hours for telework purposes based solely on duties eligible for telework.

Does not require agencies to provide infrastructure, equipment, or reimbursement for Internet access to enable telework, and permits appointing authorities to establish telework policies specifying positions and duties where telework does not apply.

Effective date: July 1, 2010.
