Requires the commissioner to develop state-constructed tests aligned with state academic standards for grades 3-8 and high school, including multiple choice questions, administered annually to all students.

Establishes specific implementation timelines for aligning assessments with revised academic standards: mathematics (2010-2011 for grades 3-8, 2013-2014 for high school), science (2011-2012 for grades 5 and 8), and language arts/reading (2012-2013 for grades 3-8 and high school).

Provides multiple pathways for high school students enrolled in grade 8 from 2005-2006 onward to meet graduation test requirements, including achievement levels on comprehensive assessments, language proficiency tests for English language learners, and alternative assessments for students with individual education plans.

Requires schools to place highest assessment scores on student transcripts and establishes that students may receive high school diplomas with passing state notation by completing coursework, participating in remediation, and retaking the mathematics GRAD test.

Prohibits the commissioner from signing memoranda of understanding, entering consortiums, or developing shared common assessments with other states without specific legislative authorization.
