Public Utilities Commission must submit a report to energy policy committees of the senate and house by January 15, 2011, analyzing the impact on ratepayers from activities required under Minnesota Statutes section 216B.1692 and Laws 2007, chapter 136.

Report must include the direct impact on rates from utility costs of conducting the activities and any impacts on energy prices resulting from the activities, with costs estimated through the year 2025.

Public Utilities Commission may assess public utilities for the cost of conducting the study, with the assessment exempt from any caps on assessments specified in Minnesota Statutes section 216B.62 or other law.

Section becomes effective the day following final enactment.
