Medical care vendors must participate in the federal TRICARE program as a condition of participating in state health insurance plans for employees, public employees' insurance, local government employees, workers' compensation, Minnesota Comprehensive Health Association plans, medical assistance, MinnesotaCare, and general assistance medical care.

TRICARE participation is defined as accepting new TRICARE patients, with providers exempt if they are no longer accepting new patients under any of the listed state and public health care programs.

The commissioner of health must obtain a quarterly listing of TRICARE providers and contractors from the TRICARE administration and provide it to the commissioners of management and budget, human services, labor and industry, and commerce.

Each commissioner must develop and implement procedures to exclude non-participating TRICARE providers from their respective health care programs under their jurisdiction.
