Amends the definition of "dependents" in Minnesota Statutes to change the age limit for unmarried children from 18 years to 25 years for purposes of group insurance and benefits coverage for local government officers and employees.

Applies the revised dependent definition to both active officers and employees (section 471.61, subdivision 1) and retired officers and employees (section 471.61, subdivision 2a).

Allows governmental units to provide additional discretionary definitions of "dependents" beyond the statutory spouse and unmarried children definition.

Permits political subdivisions to provide health benefits through self-funded multiemployer health and welfare funds, notwithstanding other state law requirements.

Becomes effective the day following final enactment.
