• Establishes a transportation economic development assistance program providing competitive grants on a geographically balanced basis for transportation projects in all modes that provide measurable local, regional, or statewide economic benefit.

• Creates a transportation economic development account in the special revenue fund and an economic development loan account within the transportation revolving loan fund to provide loans for projects not eligible under federal programs.

• Establishes a Transportation Economic Development Assistance Council with 15 members representing counties, cities, townships, airports, transit agencies, and various transportation-related organizations to advise on program implementation and evaluation.

• Sets petroleum tank release cleanup fee at $20 per 1,000 gallons of petroleum products and allocates $6,200,000 annually from the petroleum tank fund to the commissioner of employment and economic development for contamination cleanup grants.

• Requires the commissioner of transportation to publish a program manual by January 1, 2012, and submit biennial reports to legislature detailing program requirements, project evaluations, fund allocations, and economic impact performance measures.
