Amend Minnesota Statutes 2008, section 16C.03, to allow the commissioner to cancel contracts or suspend/debar vendors convicted of crimes involving fraud.

Require the commissioner to implement a process reviewing the criminal records of all vendors before final contract approval or extension.

Mandate vendors selling goods or services to the state notify the commissioner of any criminal convictions involving fraud.

Commissioner may waive these requirements when the vendor is the sole source of goods or services or in the event of an emergency.

Beginning in 2011, require the commissioner of employment and economic development to report annually by January 15 to legislative committees on business subsidies, including recipient names, subsidy amounts, jobs generated, and recommendations on recapturing subsidies if program goals are not met.
