Authorizes the Department of Transportation, in cooperation with the State Patrol and authorized private towing companies, to move, remove, or cause removal of vehicles and debris blocking roadways, interstate highways, parkways, on-ramps, or off-ramps following collisions, accidents, or spilled loads within the eight-county metropolitan district.

Provides immunity from liability for state or local law enforcement officers, Department of Transportation employees, or contracted persons removing or disposing vehicles or cargo, except when damage or loss is caused by willful misconduct.

Requires the State Patrol to make reasonable effort to contact the vehicle carrier before taking removal action under this section.

Requires the Department of Transportation to make reasonable effort to allow the vehicle owner to arrange removal and to give due consideration to using licensed towing services capable of safely moving the vehicle.
