Amends Minnesota Statutes 2008, section 161.315 to establish protections for public contracting by the Department of Transportation regarding bidding and awarding of contracts.

Prohibits the commissioner, counties, towns, and statutory cities from awarding contracts for goods or services to persons who are suspended or debarred, or allowing debarred or suspended persons to serve as subcontractors or material suppliers.

Defines key terms including "affiliate" (predecessor or successor entities with common ownership or control), "debarment" (disqualification from contracts), "person" (individuals, businesses, and related entities), and "relative" (family members within second degree of consanguinity).

Allows exceptions to debarment prohibitions when a person is the sole supplier, an emergency exists, or for routine road maintenance contracts; permits the commissioner to terminate a debarment by order.

Repeals Minnesota Rules parts 1230.3000 through 1230.4300 relating to debarment and suspension of vendors.
