Authorizes special veteran license plates for honorably discharged veterans who are registered owners of passenger automobiles, recreational motor vehicles, or one-ton pickup trucks, with a $10 fee per set of plates plus a $5 surcharge for one-ton trucks deposited in the vehicle services operating account.

Requires veterans to provide certified copies of discharge papers indicating character of discharge at application; allows the commissioner of veterans affairs to certify applicants who served in allied forces during foreign wars but cannot obtain discharge records.

Establishes specific plate designs for different veteran categories including Vietnam veterans, Pearl Harbor survivors, World War I and II veterans, Korean Conflict veterans, combat wounded purple heart recipients, Persian Gulf War veterans, and Laos War veterans.

Adds new plate designs for veterans who are recipients of the Iraq Campaign Medal, Afghanistan Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Silver Star Medal, and Bronze Star Medal, with facsimiles of the respective medals inscribed on the plates.

Effective dates: Section 1 (general requirements and fees) effective July 1, 2010; Section 2 (plate designs) effective July 1, 2010.
