Establishes a Legislative Commission on Minnesota Water Governance and Policy as a new section in Minnesota Statutes, chapter 3.

Commission comprises ten members: five senate members appointed by the Subcommittee on Committees and five house members appointed by the Speaker, serving until successors are appointed.

Commission examines water-related activities of the Pollution Control Agency, Department of Natural Resources, Board of Water and Soil Resources, Department of Agriculture, Environmental Quality Board, and Metropolitan Council to assess interagency management effectiveness and water quality improvements.

Commission evaluates whether Minnesota's water quality investments provide adequate return on investment and examines alternative management structures that may reduce costs or improve water quality protection.

Commission may conduct public hearings, make recommendations to legislative committees with water policy jurisdiction, and make compiled data available to any legislature committee upon request.
