Defines "vehicle-mounted digital sign" as a sign mounted on a vehicle interior or exterior that displays programmable content (text, images, animation, flashing lights, graphics, or video) controllable through electronic or wireless communication.

Permits vehicle-mounted digital signs if they display no moving content, change no more frequently than once every eight seconds, have transitions near-instantaneous, have luminescence less than tail lamps, do not block windshields or required lamps, and comply with advertising device prohibitions.

Allows delivery vehicles to display a lighted sign device mounted on top projecting red light to front (if projecting additional colors) and white light to rear (if projecting additional colors).

Authorizes authorized emergency vehicles to display white or blue light to rear if the sign projects additional colors to rear, with exemption from the prohibition on moving content.

Exempts vehicle-mounted digital signs from windshield obstruction prohibitions and permits blue lights on collector vehicles and vehicles eligible for collector plates as part of rear brake lights.
