Amends Minnesota Statutes 2008, section 144.55, subdivision 2 to modify the definition of "approved accrediting organization"

Expands "approved accrediting organization" to include any organization recognized as an accreditation organization by the Centers for Medicare and Medicaid Services, removing the previous limitation to only the Joint Commission on Accreditation of Health Care Organizations or the American Osteopathic Association

Defines "outpatient surgical center" as a freestanding facility providing elective outpatient surgery for preexamined, prediagnosed, low-risk patients using general anesthesia or conscious sedation without overnight inpatient care

Clarifies that outpatient surgical centers do not provide regular emergency medical services and do not include physician or dentist offices or primary care delivery
