Proposes a constitutional amendment to authorize the membership of the State Canvassing Board to be provided by law rather than specified in the Minnesota Constitution.

Changes the State Canvassing Board composition from the secretary of state, two supreme court judges, and two district court judges to the secretary of state and four administrative law judges (including a chief administrative law judge and three additional judges selected by the chief).

Administrative law judges serving on the canvassing board cannot be candidates at the election, and if a judge fails to appear, the chief administrative law judge fills the vacancy with another eligible administrative law judge.

Submits the proposed amendment to voters at the 2010 general election with the question: "Shall the Minnesota Constitution be amended to authorize the membership of the State Canvassing Board to be provided by law?"

Effective date of January 1, 2012 for the statutory changes if the constitutional amendment is adopted; applies to canvassing boards appointed on or after that date.
