County offices must be open for public business on all business days, which now includes Saturday, except for legal holidays, county-established holidays negotiated with employee bargaining units, and emergency situations.

County boards cannot modify existing collective bargaining agreements when designating business days as permitted under the new Saturday opening requirement.

Acts authorized or required by law or contract performed at closed county buildings may be performed on the next succeeding regular business day with no liability or loss of rights resulting from the closure.

The commissioner of management and budget must report to the legislature by January 1 each year on governmental subdivisions' compliance with section 471.992, subdivision 1, including a list of compliant and non-compliant political subdivisions and estimated compliance costs.

Political subdivisions must report on their compliance with sections 471.991 to 471.999 no more frequently than once every five years, unless found non-compliant, in which case the next report is due within three years.
