HF 3637 Summary

• Prohibits selling, bartering, furnishing, or giving alcoholic beverages to persons under 21 years of age, with an exception for supervised consumption under a responsible adult over 21 for training, education, or research purposes with prior notification to the licensing authority.

• Makes it illegal for persons under 21 to purchase or attempt to purchase alcoholic beverages unless under supervision of a responsible adult over 21 for training, education, or research purposes, or for professional research by postsecondary institutions or state, county, or local health departments.

• Establishes affirmative defenses for parents or guardians who provide alcoholic beverages to minors solely for household consumption or who permit possession or consumption of alcohol in their household.

• Creates felony charges for violations of underage drinking prohibitions that result in intoxication causing death or great bodily harm, and adds violations to gross misdemeanor offenses under section 340A.702.

• Effective August 1, 2010, for all crimes committed on or after that date.
