Amends Minnesota Statutes to add proceeds from sales of all properties acquired by the agency under the petroleum tank fund as a revenue source to be deposited in the state treasury and credited to the petroleum tank fund.

Authorizes the agency to acquire properties when a release has occurred and purchasing the property is determined to be the most appropriate corrective action, subject to board approval.

Establishes $6,200,000 annual appropriation from the petroleum tank fund to the commissioner of employment and economic development for contamination cleanup grants under section 116J.554, with up to $225,000 annually available for program administration.

Allows contamination cleanup grant funds to be used for project costs at qualifying sites where cleanup costs are attributable to petroleum or tar-like substances, and for contamination investigation costs when there is reasonable basis to suspect petroleum contamination.

Specifies that fund appropriations do not cancel and remain available until expended, with the fund balance not reduced until requested by the commissioner of employment and economic development.
