Authorizes school boards to waive deposits and fees for students whose parent is serving in, or has served within the past year in, active military service as defined under section 190.05.

Allows school boards to waive deposits or fees for any student or their parent/guardian unable to pay.

Affirms state policy that public school education shall be free and no student shall be denied education due to inability to furnish educational books, supplies, or meet other requirements necessary for graduation.

Prohibits school practices such as suspension, coercion, exclusion, or withholding of grades or diplomas based on nonpayment of fees.

Effective the day following final enactment.
