Amends Minnesota Statutes 2008, section 116J.431, subdivision 1 to expand the economic development grant program to certain small cities in the metropolitan area.

Commissioner shall make grants to cities covering up to 50 percent of capital costs for public infrastructure needed for eligible economic development projects, with cities providing the remaining costs in cash or in-kind contributions.

Expands eligibility to include cities within the metropolitan area that are within four miles of a county located outside the metropolitan area and have a population under 10,000.

Defines "public infrastructure" to include sewers, water supply systems, utility extensions, streets, wastewater treatment systems, stormwater management systems, and phosphorus removal facilities.

Grant purposes include keeping or enhancing jobs in the area, increasing the tax base, or expanding or creating new economic development.
