Change the threshold for proposing constitutional amendments from a simple majority to three-fifths of members in each house of the Minnesota Legislature.

Submit the proposed amendment to voters at the 2010 general election with a yes/no question on the ballot.

Require that when multiple amendments are submitted simultaneously, voters shall vote for or against each amendment separately.

Amendment becomes part of the constitution if approved by a majority of all electors voting at the election.
