Amends Minnesota Statutes 2008, section 168B.04, subdivision 2 to authorize government units and peace officers to take custody of and impound unauthorized vehicles under section 169.041.

Allows impounding of vehicles left unattended in public locations: on highways (four hours after being tagged by a peace officer), or immediately if constituting an accident or traffic hazard to the traveling public.

Permits impounding of vehicles in the Department of Transportation's eight-county metropolitan district immediately if they constitute an accident or traffic hazard, as determined by an authorized freeway service patrol employee.

Allows impounding of unattended vehicles on government parking facilities or public property that are properly posted (four hours) or on any residential property (single-family, duplex, or multi-family) immediately upon discovery.

Authorizes impounding of vehicles on private nonresidential property: if properly posted (immediately), if not posted (24 hours after abandonment), or if at a motor vehicle servicing establishment (five business days after notifying the owner by certified mail with return receipt requested).

Grants peace officers authority to impound any vehicle when the driver is arrested or taken into custody and another means of safely dealing with the vehicle is not immediately available.
