Defines "consumer credit transaction" as a sale of personal property or loan for personal property where credit is granted by a regular seller or lender to a natural person for personal, family, or household purposes.

Modifies summons service requirements, requiring certified mail service when the claim amount exceeds $2,500, with personal service as an alternative option.

Allows subpoenas for nonparty witnesses and document production to be served anywhere within the state.

Effective July 1, 2010, applying to all claims filed on or after that date.
