Repeals Minnesota Statutes 2008, section 169.685, subdivision 4, which prohibited evidence of seat belt use or failure to use seat belts in civil litigation.

Removes the restriction that prevented proof of seat belt installation, failure to install, or child passenger restraint systems from being admissible in civil actions involving personal injuries or property damage.

Allows evidence pertaining to seat belt or child passenger restraint system use to be introduced in civil actions for defectively designed, manufactured, installed, or operated seat belts or restraint systems.

Takes effect the day following final enactment and applies to actions commenced on or after that date.
