Appropriates funds from the general fund to the Commissioner of Corrections in fiscal year 2011 for settlement of claims by persons injured while performing community service, sentence-to-service work, or while incarcerated in state correctional facilities under Minnesota Statutes sections 3.738 and 3.739.

Pays individual claims totaling approximately $57,840.29 to nine injured workers and medical providers, including Robert Finch ($7,200), Thomas Hamilton ($4,736), Leon Hettver ($1,875), Robert Johnson ($1,500), William Jones ($3,750), Tamara Lamke ($3,750), John Lee ($3,703.13), Paul McKay ($1,875), and Chad Westring ($25,378.33 for injuries and medical treatment).

Appropriates $34,049.10 to the Office of the Court Administrator in fiscal year 2011 for payment to William Howard Heins as full and final settlement of his wrongful imprisonment claim for 2007 and 2008.

Requires the Office of the Court Administrator to pay fines and restitution balances totaling $8,565.10 from the Heins payment, with all amounts to be paid by June 30, 2011.

Requires William Howard Heins to sign a release agreement as a condition of payment, stating the settlement is full and final and that he will not request credit for the wrongful imprisonment against any future sentences.
