Requires regulated public utilities to file mercury emissions-reduction plans achieving 90 percent reduction at targeted units by December 31, 2018 (changed from 2014).

Mandates utilities to submit annual reports to the commission and Pollution Control Agency beginning in 2011 detailing mercury control plans, federal air pollutant law impacts, and potential utility responses including equipment installation, pollution allowances, or plant retirement.

Requires the Public Utilities Commission to review and approve mercury emissions-reduction plans within 180 days of receiving the Pollution Control Agency's report, considering environmental benefits, technical feasibility, customer rate competitiveness, and cost-effectiveness.

Allows the commission to order implementation of the most stringent mercury-control alternative if the utility's 90 percent reduction plan cannot be approved.
