Require all public meetings required to be open under Minnesota Statutes section 13D.01 to be recorded in either audio or video format by the public body conducting the meeting.

Include meetings conducted by telephone or other electronic means under section 13D.021 in the recording requirement.

Mandate public bodies make recordings available to the general public and provide facilities for listening or viewing the recordings.

Require public bodies to keep recordings on file for at least three years from the date of the meeting.
