Authorize the commissioner of transportation to spend up to $500,000 of trunk highway funds in fiscal year 2011 to pay operating costs of bus service between Hastings and Minneapolis-St. Paul during bridge construction on Trunk Highway 61.

Appropriate $251,643,000 (fiscal year 2011) and $245,892,000 (fiscal year 2012) for State Roads Infrastructure Operations and Maintenance, with a base appropriation of $257,395,000 for each of fiscal years 2012 and 2013.

Appropriate $201,461,000 (fiscal year 2011) and $196,935,000 (fiscal year 2012) for Infrastructure Investment Support, with a base appropriation of $205,988,000 for each of fiscal years 2012 and 2013.

Appropriate $551,300,000 (fiscal year 2011) and $598,700,000 (fiscal year 2012) for State Road Construction, with a base appropriation of $635,000,000 for each of fiscal years 2012 and 2013.

Appropriate $101,170,000 (fiscal year 2011) and $173,400,000 (fiscal year 2012) for Highway Debt Service to transfer to the state bond fund.
