HF3681 Summary

• Amends Minnesota Statutes section 216H.03, subdivision 3 to prohibit construction of new large energy facilities that would increase statewide power sector carbon dioxide emissions until comprehensive greenhouse gas emissions limits are enacted.

• Prohibits importing power from new large energy facilities outside the state that would contribute to statewide power sector carbon dioxide emissions.

• Prohibits entering into long-term power purchase agreements (50+ megawatts for more than five years) that would increase statewide power sector carbon dioxide emissions.

• Nullifies any orders issued by the Public Utilities Commission under Minnesota Statutes section 216H.06.

• Repeals Minnesota Statutes section 216H.06, which previously required the Public Utilities Commission to estimate the costs of future carbon dioxide regulation for use in electricity generation resource acquisition proceedings.
