Authorizes the city of Cloquet to impose a local sales and use tax of up to one-half of one percent, subject to voter approval under Minnesota Statutes section 297A.99.

Authorizes the city to impose an excise tax of up to $20 per motor vehicle purchased or acquired from retailers within the city.

Tax revenues must fund park improvements (St. Louis River riverfront, Veteran's Park, Hilltop Park soccer complex, Braun Park baseball complex, pedestrian trails), utility extensions, infrastructure improvements, Cloquet Area Recreation Center debt, and public safety and library operational expenses.

Allows the city to issue bonds up to $16,500,000 under Minnesota Statutes chapter 475 without requiring voter approval, with debt not subject to levy limitations.

Taxes expire after 30 years or when collected revenues equal $16,500,000 plus costs related to bond issuance, whichever is earlier, or at an earlier time if the city council determines by ordinance.
